Grant Description

Grant to a USA nonprofit or for-profit organization, tribe, IHE, state, or agency for research on the impact of COVID on employment for people with disabilities. Applicants are advised to complete required registrations well in advance of the deadline. Grantees must conduct research toward the development or development and testing of interventions, supports, or accommodations that allow people with disabilities to manage or address Long COVID symptoms to maintain good health and employment.

Long COVID contributes to labor force challenges among the general population as well people with disabilities (Federal Reserve, 2022; Suran, 2023). Symptoms associated with Long COVID may compound existing individual and environmental conditions that reduce work opportunities among people with disabilities. There is very little research regarding the impacts of Long COVID on people with disabilities (Rawlings & Beail, 2023), and how these impacts influence employment outcomes. Research is needed toward the development or development and testing of interventions, supports, or accommodations that allow people with disabilities to manage or address Long COVID symptoms to maintain good health and employment.

The Administrator of the Administration for Community Living (ACL) establishes a priority for a Disability and Rehabilitation Research Project (DRRP) on Promoting Positive Employment Outcomes Among People with Disabilities who are Experiencing Long COVID. While Long COVID may itself be a disability under the Americans With Disabilities Act and other relevant civil rights laws, this research priority focuses on the experience of people who have pre-existing disabilities and then also experience Long COVID. The DRRP must contribute to maximizing employment outcomes among people with disabilities who are experiencing Long COVID.

Eligible Applicants: States; public or private agencies, including for-profit agencies; public or private organizations, including for-profit organizations; IHEs; and Indian tribes and tribal organizations.

An informational conference call will be held between 1:00 p.m. and 3:00 p.m. (Eastern time) on 06/05/2023. Interested parties are invited to participate in the pre-application meeting to discuss the funding priority and to receive information and technical assistance. NIDILRR staff also will be available to provide information and technical assistance via individual phone consultations from 3:00 p.m. to 4:00 p.m. on the date listed above. Requests for individual consultations during this one-hour window must be made in advance to Megan Alvarado.

The purpose of the letter of intent is to allow staff to estimate the number of independent reviewers needed and to avoid potential conflicts of interest in the review.
