Grants of up to $15,000 to Virginia small businesses and nonprofit organizations in eligible locations for support during the Coronavirus (COVID-19) health crisis. Funding is intended to assist organizations that have been negatively impacted by the pandemic. Eligible nonprofits are located in the City of Richmond. Grant funds can be used to reimburse the costs of employee wages, including the cost of benefits; rent and utilities for commercial workspaces; and working capital.

Estimated Size of Grant:

- 1 – 10 current active full-time employees: $10,000
- 11 – 25 current active full-time employees: $12,500
- 26 – 50 current active full-time employees: $15,000

$1,000,000 of the total allocation will be granted to restaurants and $300,000 of the allocation will be granted to nonprofit organizations.

Additional Eligibility Criteria:

Applicants must:
- Certify and attest that all information in the application and all submitted documentation is true and correct
- Own a local small business (includes locally owned franchises of national companies) or serve as the President/CEO/Executive Director of a Richmond-based non-profit organization
- Demonstrate, due to the COVID-19 pandemic, at least a 25% reduction in average monthly gross revenues between 2019 and 2020 OR a 25% reduction in 2020 monthly revenue by completing and submitting the Richmond Recovers Financial Analysis Spreadsheet
- Complete and submit an IRS W-9 form
- Have no more than 50 current active full-time employees
- Have no more than $5,000,000 in gross revenue in 2019

For-profit businesses must:
- Provide a current business license to operate in the City of Richmond
- Provide a current registration with the State Corporation Commission
- Provide a copy of the business IRS tax filing for 2019

Non-profit organizations must:
- Provide a current business license to operate in the City of Richmond
- Provide a current registration with the State Corporation Commission
- Provide a copy of the organization IRS 990 filing for 2019

Applicants must execute a grant agreement (if a grant award is made); certify and attest that the business or organization had at least a 25% reduction in average monthly gross revenues between 2019 and 2020 or a 25% reduction in 2020 monthly revenue due to the COVID-19 pandemic; and the grant award is used to reimburse expenses for employee wages (including the cost of benefits), rent and utilities for commercial workspace, and working capital.
